London Pedicabs Get Major Overhaul: Safer Rides, Fairer Fares

London’s often unregulated pedicab industry is set to undergo significant changes with the finalisation of new regulations by Transport for London (TfL) and the Mayor of London, Sadiq Khan. Historically, these rickshaws have been plagued by issues such as operating without licences, contributing to noise pollution through blaring external music, and charging exorbitant fees for short journeys, leading to an unreliable and sometimes unsafe experience for customers. The new legislation, which began rolling out on February 18th and will be fully in effect by late 2026 and early 2027, aims to transform pedicabs into a safer, fairer, and quieter mode of transport.

Key aspects of the new regulations include mandatory licensing for drivers and operators from October 30, 2026, and for vehicles by February 2027. Drivers will be required to pass enhanced DBS checks, hold a valid driving licence or theory test certificate, meet English language proficiency, undergo assessments on safety and regulatory understanding, and adhere to minimum medical standards. To combat price gouging, TfL will implement a new fee structure, also effective October 30, 2026. This will include a base fare up to £5, a per-minute charge up to £1, and an additional fee of up to £3 per extra passenger, ensuring transparency and fairness. Furthermore, the ubiquitous issue of noise pollution from external audio, often playing songs like “Dancing Queen” or “Last Christmas” on loop, will be outlawed from the same date.

Despite addressing these challenges, the intent of the regulations is not to demonise pedicabs. TfL acknowledges their role as an environmentally friendly way to navigate the city. The new fee structure is also designed to ensure that drivers can still earn above the London Living Wage, promoting a sustainable livelihood within the regulated framework. Mayor Sadiq Khan emphasised that the goal is to ensure pedicabs remain a “fun way to explore London” while eliminating “rip-off fares, blaring music and unsafe behaviour,” ultimately benefiting both customers and drivers through a more professional, safe, and reliable industry.
